If you are trying to submit your Self Assesment tax return on the 31st January and are encountering technical problems, you may have a valid reason to submit your return late without having to pay the £100 fine. If you get error messages when you attempt to submit your form, make sure to save screen shots of them by using the Print Screen function on your computer. If the errors are because you have not completed the form accurately then this will probably not help you avoid fines. But if the errors are a problem on the HMRC end of things, then you may have a case to submit a late return without paying the fine. Keep as much evidence of your repeated attempts to submit as possible. Do contact HMRC as soon as you can to try and sort this out, but just in case you do not get your return in on time, keep the screen shots.
